Programming Guide for 1995 Mercury Cougar Keyless Entry Remote Fob

Importance: This procedure allows you to program new or replacement keyless entry remote fobs to your 1995 Mercury Cougar. The system uses a dedicated programming connector, and programming must be completed while the vehicle is in a specific mode. Carefully follow each step for proper synchronization.

Programming Instructions:

  • Step 1: Ensure all doors are closed and the vehicle is in a secure location with adequate lighting.
  • Step 2: Insert the ignition key and turn it to the RUN or ACC position. Do not start the engine.
  • Step 3: Locate the programming connector. This is typically found in the left rear quarter panel area—behind interior trim near the trunk or rear seat.
  • Step 4: Identify the correct programming connector. It should not be connected to anything and will contain two pins inside a small plastic housing. Note: If the connector is currently plugged into something, it is the wrong one. Disconnecting any connector is not necessary.
  • Step 5: Use a jumper wire or a bent paperclip to briefly jump the two pins in the programming connector. The jumper should only contact both pins for 1–2 seconds.
  • Step 6: Observe the vehicle’s response. The door locks will automatically cycle (lock and unlock) to indicate that the vehicle has entered programming mode. If you do not hear the locks cycle, wait 30 seconds and return to Step 2.
  • Step 7: Within 20 seconds of entering programming mode, press any button on the first remote you wish to program. The locks will cycle again to confirm successful programming of the first remote.
  • Step 8: If you have a second remote, press any button on it within 20 seconds of programming the first. The locks will cycle again to confirm the second remote is accepted.
  • Step 9: If programming additional remotes (up to 4 total), repeat the process in Step 8 for each one within 20-second intervals.
  • Step 10: When all remotes have been programmed, turn the ignition OFF to exit programming mode.
  • Step 11: The door locks will lock and unlock one final time to confirm successful exit from programming mode.
  • Step 12: Test all remotes outside the vehicle to confirm each one locks and unlocks the doors properly.
