2003 Toyota RAV4 Keyless Entry Remote Fob Programming Instructions

Step-by-Step Programming Guide for Factory Remote System

Important Notes Before You Begin: This procedure programs remote locking/unlocking functions, not the ignition immobilizer chip. A maximum of four remotes can be stored in the system memory. All existing remotes must be reprogrammed during the same session. Timing is critical—follow the time limits exactly as described for each step.

Programming Procedure:

  • Step 1: Start with the key out of the ignition. Ensure the driver’s door is open and unlocked, and all other doors are closed.
  • Step 2: (Complete this step within 5 seconds) A. Insert the key into the ignition (do not turn it), then remove it. B. Insert the key again (do not turn it), then remove it once more.
  • Step 3: (Complete within 40 seconds) A. Close and then reopen the driver’s door. B. Repeat: close and reopen the driver’s door again. C. Insert the key into the ignition (do not turn it), then remove it.
  • Step 4: (Complete within 40 seconds) A. Close and reopen the driver’s door. B. Repeat: close and reopen the driver’s door a second time. C. Close the driver’s door and leave it closed. D. Insert the key into the ignition and leave it inserted. E. Turn the key to the ON position (do not start the engine), then turn it back to OFF. F. Remove the key from the ignition.
  • Step 5: Within 3 seconds, the power door locks should automatically lock and then unlock. This confirms entry into programming mode. If the locks do not cycle, restart from Step 1.
  • Step 6: (Must be completed within 40 seconds per remote) A. On the remote you wish to program, press and hold the LOCK and UNLOCK buttons simultaneously for 1.5 seconds. B. Release both buttons, then press and hold the LOCK button by itself for 2 seconds. C. The door locks should cycle once (lock then unlock), indicating the remote was successfully programmed. If the locks cycle twice, the remote was not accepted. Repeat Step 6 for that remote.
  • Step 7: Repeat Step 6 for each additional remote you want to program (up to four total).
  • Step 8: Open the driver’s door to exit programming mode.
  • Step 9: Close all doors and test each remote to confirm successful programming.

Additional Information:

  • Make sure remote batteries are fresh and working properly before starting. This process does not program transponder keys for engine start. A separate procedure is required for ignition key chip pairing. Ensure all remotes are present during programming—any remotes not reprogrammed during the session will be erased from memory. Perform the procedure in a quiet environment where you can clearly hear the door lock response cues. If repeated attempts fail, ensure the vehicle's battery is sufficiently charged and all doors/switches are functioning properly.
